Understanding the Rules for Trial E-Scooters in the UK
As the government runs trials of electric scooters (e-scooters) across various regions in the UK, it’s crucial for the general public to be aware of the specific guidelines in place. Rental E-Scooters vs. Private E-Scooters
The rules outlined here apply exclusively to rental e-scooters participating in the government trials. It’s important to note that the regulations for privately owned e-scooters have not changed. Using a privately owned e-scooter on public land remains illegal. If caught using a private e-scooter illegally, you could face fines, penalty points on your licence, or even have the e-scooter impounded.
Speed Limits
The maximum speed for an e-scooter is capped at 15.5 mph. In some trial areas, e-scooters may be further limited to a lower maximum speed to ensure safety.
Driving Licences
To use an e-scooter in these trials, you must have the category Q entitlement on your driving licence. This entitlement is included in a full or provisional UK licence for categories AM, A, or B. If you have one of these licences, you are permitted to use an e-scooter.
– Provisional Licence: No need to display L plates.
– Overseas Licence:You can use an e-scooter if you have a valid full licence from an EU, EEA, or other country, provided it allows you to drive small vehicles and you entered the UK within the last 12 months. If you’ve been in the UK for over 12 months, you must exchange your licence to continue driving.
Note: E-scooters cannot be used with an overseas provisional licence, learner permit, or equivalent.
Insurance
Motor insurance is mandatory for e-scooters, but you don’t need to arrange this yourself. The e-scooter rental operator will provide the necessary insurance.
Helmets and Clothing
While wearing a cycle helmet is not a legal requirement, it is strongly recommended for your safety. Ensure your helmet conforms to current regulations, fits correctly, and is securely fastened. Additionally, wear light-coloured or fluorescent clothing to enhance visibility for other road users.
Where to Ride
You may ride a trial e-scooter on the road (excluding motorways) and in cycle lanes. Riding on pavements is prohibited. E-scooters should follow traffic signs designated for pedal cycles unless explicitly prohibited.

– Local Use: Only use e-scooters within the trial area.
– Single Rider:E-scooters should be ridden by one person at a time.
– No Towing: Do not tow anything with an e-scooter.
– No Phone Use: Refrain from using mobile phones while riding.
– Navigation Devices:** If using a screen for navigation, set it up before starting your journey.
– Carry Items Safely:Ensure any bags or items do not pose a danger by avoiding hanging them from the handlebars.
– Avoid Intoxication: Do not ride an e-scooter while intoxicated. Drink and drug driving laws apply.
